Name of project: Beihai Ocean Cultural Park (Phase A)

Project scale:
Beihai Ocean Cultureal Park will be built in 3 phases. The whole project is planned to cover an area of 4 km2 with the total investment of 1.01 billion RMB yuan. Phase A will cover 74.6 hectares with 113,300 m2 of floorage.
Main items to be constructed:
The Phase A of the project will be divided in 3 areas, namely Entrance Scenery, Ocean World Display Area and Ocean Scientific Area. The Entrance Scenery includes the main entrance, the spray greeting sculpture and the theme sculpture of God of Ocean, and the large open air exhibition area, park, the vibrating cinema and the administrative office. The Ocean World Display Area includes the Miracle Water Play, Pearl Museum, Oceanarium, Seafloor Fantasy, Classified Marine Organisms Display Hall and Halobios Research Institute. The Ocean Scientific Area consists of Museum of Ocean natural History, Tsunami Hall, Seafloor World, Sea battle Museum and the Ocean Scientific Plaza.
Estimated Investment:
The total investment of the Phase A of this project will be US ¡ç37.1 million, of which, ¡ç32.78 million will be fixed asset investment, ¡ç2.24 million invesmtnet directional adjustment tax, ¡ç1.59 million interest during construction, and ¡ç310,000 floating capital
Evaluation of economic benefits:
The Phase A of the project will begin to earn profit during the year it begins to open to public, and no loss will occur during its operation. Benefit (after tax ) of the first year will be 13.611 million RMB yuan and will gradually increase afterwards. Benefit rate of the total investment before and after taxes will be 20.96% and 18.32% respectively both are greater than 15%, the basis rate.
Construction conditions:
1. Transportation: A 3 dimensional transporting system-ocean, land and air transporting, has begun to take shape. Transportation to and from Beihai is easy. Communications in the urban area is easy as well. Guantou Hill, the location of the project, can be accessed by highway.
2. Water, sewage, power and telecommunications: All of these have been connected to municipality net. Normal construction and operation can be guaranteed.
3. Geographic conditions: The whole area gradually slope downwards from North to South. The tension of the slope and the flat area at the foot of the hill is high and fit for buildings. Southeast part of the area is mainly alluvium and river accumulation, an ideal place of holiday resorts and entertainment. This part can slso be built into a seaport. The sector near the seashore in the southwest part of this area is marine abrasion with abrupt cliff and deep water, suitable for diving and underwater facilities.
According to the above analysis and some experts¡ä proof, Guantou Hill is the best place of the Ocean Cultural Park with its sound conditions for development and construction.

Progress of the early stage works:
The Preparatory feasibility report of the project has passed the expert evaluation organized by Guangxi International Engineering Consultant Corporation, and The project proposal has been forwarded to the planning commission of the state. The use of land for the project has also been approved by City Plan Bureau of Beihai City.
